A job in the Gulf, Malaysia, Singapore or Europe can change a family's future. It can also go badly wrong: fake offers, money taken for visas that never come, or jobs that are nothing like what was promised. Most of these problems can be avoided by following the official process and asking the right questions before you pay. This checklist is written for workers and families in Thanjavur, Thiruvarur and across Tamil Nadu.
Step 1: Check whether your passport is ECR or ECNR
Indian passports are either ECR (Emigration Check Required) or ECNR (Emigration Check Not Required). Most people who have not studied up to Class 10 have ECR passports.
If your passport is ECR and you are going for employment to any of the ECR countries, you need emigration clearance before you fly. The ECR countries include the UAE, Saudi Arabia, Qatar, Kuwait, Oman, Bahrain, Malaysia, Jordan, Lebanon, Iraq, Indonesia, Thailand, Sudan, South Sudan, Libya, Syria, Yemen and Afghanistan. Without clearance, immigration at the Indian airport can stop you from boarding.
Step 2: Understand eMigrate
Emigration clearance is done online through the Government of India's eMigrate system, run by the Ministry of External Affairs. Through eMigrate:
- Foreign employers and Indian recruiting agents are registered.
- Your job offer and contract are linked to your application.
- Clearance is issued electronically, so the airport can verify it.
Going through eMigrate also gives you protection: if your employer abroad does not pay or treats you badly, there is an official record of your contract.
Step 3: Check the recruiting agent
In India, only agents holding a valid Recruiting Agent licence from the Protector General of Emigrants may recruit workers for jobs abroad. Before you pay anything:
- Ask for the agent's registration certificate number, and check it on the eMigrate website, where licensed agents are listed.
- Check that the licence is valid (not expired, suspended or cancelled).
- Make sure the office address on the licence is where you are actually meeting them.
The service charge a licensed recruiting agent can collect from a worker is capped by government rules. Always ask for a proper receipt for every payment.
Step 4: Read the offer and contract carefully
A genuine offer clearly states:
- The employer's full name and address abroad.
- Your job title and duties.
- Monthly salary, working hours, overtime and weekly holidays.
- Food, accommodation and transport (provided or allowance).
- Contract length, leave and return ticket.
Ask for the contract in a language you understand. If something is not in writing, it is not guaranteed.
Step 5: Medical, documents and attestation
Most Gulf countries require a medical test at an approved centre before the visa is issued. Your educational certificates may need attestation, and your passport must be valid for the whole contract period plus a margin. Keep copies of everything, including scans on your phone and with your family at home.
ECR emigrants must also take the Pravasi Bharatiya Bima Yojana (PBBY) insurance policy, a low-cost government-backed policy that covers accidental death or disability and some other risks during your employment abroad.
Warning signs of a fake job offer
- The job is offered without any interview, trade test or check of your experience.
- You are asked to pay a large amount in cash, with no receipt.
- You are told to travel on a visit visa and "convert it to a work visa" after arriving.
- The agent avoids eMigrate or says clearance is "not needed" when your passport is ECR.
- The salary is far higher than normal for the job and country.
- The "office" is only a phone number or a WhatsApp profile with no fixed address.
- They want to keep your original passport for weeks without a written receipt.
Before you fly
- Keep copies of your passport, visa, contract and emigration clearance with your family.
- Save the phone numbers of the Indian embassy or consulate in your destination country.
- Register details of your employer and accommodation with a family member at home.
- Know that you can contact the Indian mission abroad, or the government's helplines for overseas workers, if there is a problem.

Frequently asked questions
What is ECR in a passport?
ECR means Emigration Check Required. ECR passport holders going for employment to the 18 ECR countries, including the UAE, Saudi Arabia, Qatar, Kuwait, Oman, Bahrain and Malaysia, need emigration clearance through the eMigrate system before they travel.
How do I check if a recruiting agent is genuine?
Ask for their Recruiting Agent registration number and check it on the government eMigrate website, where licensed agents are listed with their status and address.
Can I go on a visit visa and change it to a work visa?
Do not do this. Agents who ask you to travel on a visit visa for work put you at risk of fines, detention and deportation, and you lose the protection of an emigration-cleared contract.
What is the PBBY insurance?
Pravasi Bharatiya Bima Yojana is a compulsory, low-cost insurance policy for ECR emigrants that covers accidental death or permanent disability and some other risks during employment abroad.
